A State Pass lasts for 4 hours since the moment when it is used in the State vs State Kill Event. This means that if someone has ported minutes before the Event has ended, they will still be in the opposing State for another (almost) four hours.
This not a cheat, not a glitch, not a hack - just a matter of game mechanics.
