The Garrison allows you to receive and hold reinforcements from your Allies. Please note that you can only receive one reinforcement march from each ally. The amount of reinforcements hosted will not affect your town’s upkeep, as the upkeep is still paid by each troop owner.
Upgrading your Garrison to level 21 and 22 will boost your Troop Defense.
