I see officers with less power and fortress level than myself and Im still a private. What strategy do i need to advance?

Ranks are decided by the R4s and alliance leader help your alliance members as much as possible and grow as much as you can if you're already doing this then speak with your R5 (alliance leader) if they refuse to promote you then maybe its time to find a new alliance that will support you

Alliance members with rank 3 and higher are the ones that can promote you to higher ranks.
This can happen when you have proven yourself to be loyal and involved in the Alliance activity.
