The list of buildings from inside and outside the fortifications differs. Inside the Fortifications you can build tactical buildings and houses, while outside the fortifications you can only build producing buildings.

That's because you can't build those inside your fort, like farms, cotton, iron, and wood can only be build outside. The rest can be build inside the fort. Who builds a farm inside a fort anyways?
